I am looking into the possibility of moving to Varna or Sofia and want to know how to get residency in Bulgaria by buying property. I have read that there is an investment threshold of 600,000 BGN, but I am unclear if this leads directly to a permanent permit or just a long-term stay. Does anyone have experience with the legal steps involved and if the property must be fully paid for before applying? I would also appreciate any recommendations for reliable lawyers who specialize in real estate immigration.

The 600,000 BGN threshold is indeed the requirement for a long-term stay (extended residency) under Article 24 of the Foreigners Act. It doesn't give you permanent residency immediately; you'll have to renew it annually for five years before you can apply for permanent status.

Yes, the property must be fully paid for and you need the Notary Act (title deed) showing the full amount. Mortgaged properties generally don't count toward the threshold for residency purposes.
